Philip "Phil" Kelley Obituary

Philip Mikel Kelley, 77, of Grafton passed away on Tuesday, November 18, 2025 at the Louis A. Johnson Veteran Hospital, Clarksburg, WV., He was born in Philippi, WV., on August 21, 1948, son of the late Carl and Martha Evelyn McVicker Kelley. Phil is survived by his loving wife Cheryl Tucker Kelley, they were married July 4, 2000 spending twenty-five wonderful years together.

Philip was a proud graduate of Grafton High School, Class of 1966, and an honored veteran of the United States Navy. He carried that same sense of duty and dedication into his civilian life, spending many years caring for the grounds at the West Virginia National Cemetery and later working in maintenance at the Taylor County Courthouse.

Philip was happiest when his hands were busy. Whether he was tinkering in the garage, fixing something for someone, or starting a new project just because it sparked his curiosity, he found real joy in the simple satisfaction of making things better. He loved music, the peaceful rhythm of mowing the lawn, and good conversation—he truly never met a stranger.

Above all, Philip treasured time with family. Whether gathered for a special occasion or simply sharing a quiet moment and an easy conversation, he valued every chance to be with the people he loved.

Phil is survived by two children, Mandi K Kelley (Brian), Brian S.
Kines (Amy), four grandchildren, Rachel (Jaron), Marissa (Val), Aloria, Autumn, five great grandchildren, Peyton, Paislee, Liam, Rowan, and Kash, one sister, Janet Bridges, one brother, Steven Lynn Kelley (Debbie),

In addition to his parents Phil was preceded in death by one brother, Karl Norman Kelley (Jean).

A graveside service will be held at 1 PM on Friday, November 28, 2025, at the West Virginia National Cemetery, with full military honors accorded by the U.S. Navy and the Taylor County Honor Guard. Friends and family are encouraged to meet at Bartlett Funeral Home at 12:30 PM to follow in procession to the cemetery.
